*JAKARTA, INDONESIA — A SINKING GIANT?*

by Andre Vltchek

Today, high-rises dot the skyline, hundreds of thousands of vehicles belch fumes on congested traffic arteries and super-malls have become the cultural centers of gravity in Jakarta, the fourth largest city in the world. In between towering super-structures, humble kampongs house the majority of the city dwellers, who often have no access to basic sanitation, running water or waste management.

While almost all major capitals in the Southeast Asian region are investing heavily in public transportation, parks, playgrounds, sidewalks and cultural institutions like museums, concert halls and convention centers, Jakarta remains brutally and determinately 'pro-market' — profit-driven and openly indifferent to the plight of a majority of its citizens who are poor.
Most Jakartans have never left Indonesia, so they cannot compare their capital with Kuala Lumpur or Singapore; with Hanoi or Bangkok. Comparative statistics and reports hardly make it into the local media. Despite the fact that the Indonesian capital is for many foreign visitors a 'hell on earth,'the local media describes Jakarta as "modern," "cosmopolitan, " and "a sprawling metropolis." Newcomers are often puzzled by Jakarta's lack of public amenities.

Bangkok, not exactly known as a user-friendly city, still has several beautiful parks. Even cash-strapped Port Moresby, capital of Papua New Guinea, boasts wide promenades, playgrounds, long stretches of beach and sea walks.

Singapore and Kuala Lumpur compete with each other in building wide sidewalks, green areas as well as cultural establishments. Manila, another city without a glowing reputation for its public amenities, has succeeded in constructing an impressive sea promenade dotted with countless cafes and entertainment venues while preserving its World Heritage Site at Intramuros. Hanoi repaved its wide sidewalks and turned a park around Huan-Kiem Lake into an open-air sculpture museum.

But in Jakarta, there is a fee for everything. Many green spaces have been converted to golf courses for the exclusive use of the rich. The approximately one square kilometer of Monas seems to be the only real public area in a city of more than 10 million. Despite being a maritime city, Jakarta has been separated from the sea, with the only focal point being Ancol, with a tiny, mostly decrepit walkway along the dirty beach dotted with private businesses.

Even to take a walk in Ancol, a family of four has to spend approximately $4.50 (40,000 Indonesian Rupiahs) in entrance fees, something unthinkable anywhere else in the world. The few tiny public parks which survived privatization are in desperate condition and mostly unsafe to use.

There are no sidewalks in the entire city, if one applies international standards to the word "sidewalk." Almost anywhere in the world (with the striking exception of some cities in the United States, like Houston and Los Angeles) the cities themselves belong to pedestrians. Cars are increasingly discouraged from traveling in the city centers. Wide sidewalks are understood to be the most ecological, healthy and efficient forms of short-distance public transportation in areas with high concentrations of people.

In Jakarta, there are hardly any benches for people to sit and relax, and no free drinking water fountains or public toilets. It is these small, but important, 'details' that are symbols of urban life anywhere else in the world.

Most world cities, including those in the region, want to be visited and remembered for their culture. Singapore is managing to change its 'shop-till-you- drop' image to that of the center of Southeast Asian arts. The monumental Esplanade Theatre has reshaped the skyline, offering first-rate international concerts in classical music, opera, ballet, and also featuring performances from some of the leading contemporary artists from the region. Many performances are subsidized and are either free or cheap, relative to the high incomes in the city-state.

Kuala Lumpur spent $100 million on its philharmonic concert hall, which is located right under the Petronas Towers, among the tallest buildings in the world. This impressive and prestigious concert hall hosts local orchestra companies as well top international performers. The city is currently spending further millions to refurbish its museums and galleries, from the National Museum to the National Art Gallery.

Hanoi is proud of its culture and arts, which are promoted as its major attraction — millions of visitors flock into the city to visit countless galleries stocked with canvases, which can be easily described as some of the best in Southeast Asia. Its beautifully restored Opera House regularly offers Western and Asian music treats.

Bangkok's colossal temples and palaces coexist with extremely cosmopolitan fare — international theater and film festivals, countless performances, jazz clubs with local and foreign artists on the bill, as well as authentic culinary delights from all corners of the world. When it comes to music, live performances and nightlife, there is no city in Southeast Asia as vibrant as Manila.

Now back to Jakarta. Those who have ever visited the city's 'public libraries' or National Archives building will know the difference. No wonder; in Indonesia education, culture and arts are not considered to be 'profitable' (with the exception of pop music), and are therefore made absolutely irrelevant. The country spends the third lowest amount in the world on education (according to The Economist, only1.2 percent of its GDP) after Equatorial Guinea and Ecuador (there the situation is now rapidly improving with the new progressive government).

Museums in Jakarta are in appalling condition, offering absolutely no important international exhibitions. They look like they fell on the city from a different era and no wonder — the Dutch built almost all of them. Not only are their collections poorly kept, but they lack elements of modernity — there are no elegant cafes, museum shops, bookstores or even public archives. It appears that the individuals running them are without vision and creativity. However, even if they did have inspired ideas, there would be no funding to carry them out.

It seems that Jakarta has no city planners, only private developers that have no respect for the majority of its inhabitants who are poor (the great majority, no matter what the understated and manipulated government statistics say). The city abandoned itself to the private sector, which now controls almost everything, from residential housing to what were once public areas.

While Singapore decades ago, and Kuala Lumpur recently, managed to fully eradicate poor, unsanitary and depressing kampongs from their urban areas, Jakarta is unable or unwilling to offer its citizens subsidized, affordable housing equipped with running water, electricity, a sewage system, wastewater treatment facilities, playgrounds, parks, sidewalks and a mass public transportation system.

Rich Singapore aside, Kuala Lumpur with only 2 million inhabitants boasts one metro line (Putra Line), one monorail, several efficient Star LRT lines, suburban train links and high-speed rail system connecting the city with its new capital Putrajaya. The "Rapid" system counts on hundreds of modern, clean and air-conditioned buses. Transit is subsidized; a bus ticket on "Rapid" costs only $.60 (2 Malaysian Ringgits) for unlimited day use on the same line. Heavily discounted daily and monthly passes are also available.

Bangkok contracted German firm Siemens to build two long "Sky Train" lines and one metro line. It is also utilizing its river and channels as both public transportation and as a tourist attraction. Despite this enormous progress, the Bangkok city administration claims that it is building an additional 50 miles (80 kilometers) of tracks for these systems in order to convince citizens to leave their cars at home and use public transportation.

Polluting pre-historic buses are being banned from Hanoi, Singapore, Kuala Lumpur and gradually from Bangkok. Jakarta, thanks to corruption and phlegmatic officials, is in its own league even in this field.

Mercer Human Resource Consulting, in its reports covering quality of life, places Jakarta repeatedly on the level of poor African and South Asian cities, below metropolises like Nairobi and Medellin.

Considering that it is in the league with some of the poorest capitals of the world, Jakarta is not cheap. According to the Mercer Human Resource Consulting 2006 Survey, Jakarta ranked as the 48th most expensive city in the world for expatriate employees, well above Berlin (72nd), Melbourne (74th) and Washington D.C. (83rd). And if it is expensive for expatriates, how is it for local people with a GDP per capita below $1,000?

Curiously, Jakartans are silent. They have become inured to appalling air quality just as they have gotten used to the sight of children begging, even selling themselves at the major intersections; to entire communities living under elevated highways and in slums on the shores of canals turned into toxic waste dumps; to the hours-long commutes; to floods and rats.

But if there is to be any hope, the truth has to eventually be told, and the sooner the better. Only a realistic and brutal diagnosis can lead to treatment and a cure. As painful as the truth can be, it is always better than self-deceptions and lies.

Jakarta has fallen decades behind capitals in the neighboring countries — in esthetics, housing, urban planning, standard of living, quality of life, health, education, culture, transportation, food quality and hygiene. It has to swallow its pride and learn from Kuala Lumpur, Singapore, Brisbane and even in some instances from its poorer neighbors like Port Moresby, Manila and Hanoi.

Comparative statistics have to be transparent and widely available. Citizens have to learn how to ask questions again, and how to demand answers and accountability. Only if they understand to what depths their city has sunk can there be any hope of change.

"We have to watch out," said a concerned Malaysian filmmaker during New Year's Eve celebrations in Kuala Lumpur. "Malaysia suddenly has too many problems. If we are not careful, Kuala Lumpur could end up in 20 or 30 years like Jakarta!"

Could this statement be reversed? Can Jakarta find the strength and solidarity to mobilize in time catch up with Kuala Lumpur? Can decency overcome greed? Can corruption be eradicated and replaced by creativity? Can private villas shrink in size and green spaces, public housing, playgrounds, libraries, schools and hospitals expand?

An outsider like me can observe, tell the story and ask questions. Only the people of Jakarta can offer the answers and solutions.
siapa tau berguna.

IRCSET Scholarship for Master and Doctorate
IRCSET’s Embark Postgraduate Research Scholarship Scheme is designed for either Masters or Doctorate level researchers in the sciences, engineering or technology.
The Irish Research Council for Science, Engineering & Technology invites applications for funding from intending postgraduate researchers under the Embark Postgraduate Research Scholarship Scheme.
The programme will fund up to 165 Masters or Doctorate level researchers in the sciences, engineering and technology.
The scheme is open to candidates worldwide with a number of scholarships also being available to exceptional candidates from non EU member states.
A number of additional scholarships will be jointly funded by industry as part of IRCSET Enterprise Partnership Scheme (see below for details). This scheme fosters mutually beneficial collaboration between the academic and commercial research sectors.
Enterprise Partnership Scheme
Within this call, a number of Enterprise Partnership Scheme Awards are also being offered in conjunction with participating industry partners. The Irish Research Council for Science, Engineering and Technology gratefully acknowledges the valuable participation of these organisations.

Applicants can indicate on their application if in addition to consideration for an Embark Initiative award they also wish to be considered for an Enterprise Partnership Scheme scholarship.

Through the Enterprise Partnership Scheme scholars are co-funded by both IRCSET and an Enterprise Partner. Industry’s participation and co-funding role has enabled IRCSET to support many more young researchers in Irish research bodies.

The researcher receives the same financial support as a postgraduate scholar under the normal Embark Initiative Postgraduate Scholarship Scheme. However, they also benefit from expert industry supervision and gain experience of research in an industrial environment.
Under the Postgraduate Research Scholarship Scheme, funding of €24,003 is provided for each of three years for Doctorate level research (total funding of €72,009) and one year (€24,003) for Masters level research.

Of the €24,003 maximum per annum available to Masters and Doctorate students, €16,002 goes directly to the student with the remainder available to fund other forms of support such as fees, appropriate travel and other expenses

NFP application deadline:1st April 2009
The deadline for non-fellowship applicants is July 1st, 2009

Further information please contact: liza.marsin@nesoindonesia.or.id

Course Aims
The course aims to strengthen the capacity of educational broadcasters
to design and produce attractive and effective educational programmes
and multimedia material for, with and by children, on issues to do
with children and development.

Rights of the child
The Convention on the Rights of the Child is a universally agreed set
of non-negotiable standards and obligations that has been ratified by
192 countries. It spells out the basic human rights that children
everywhere – without discrimination – have: the right to survival; the
right to develop to the fullest; the right to be protected from
harmful influences, abuse and exploitation; and the right to
participate fully in family, cultural and social life. With these
rights comes the notion of the responsibility we have to create a
world in which our children can thrive and grow, and contribute to the
further development of our societies.

`Vessels to be filled”
Everyday reality is, however, much more grim. Many children see
themselves challenged by poverty, disease, violence, abuse, or
conflict – often related to the difficulties their families face due
to economic development and social disintegration. There are growing
demands on children to cope for themselves, to compete, and to measure
up to the expectations placed on them by family, friends and society.
In all of this there is a tendency to see children solely as victims
or, at best, as passive players on a stage they will only fully occupy
once they have become adults; to see them in the analogy of Plato as
`vessels to be filled’ rather than `fires to be lit.’

Participating in decision-making
Yet the fact is that children are more than capable of articulating
their own desires, needs, opinions, and of participating in the
decision-making which will shape their lives in the immediate and in
the longer term.
What is more, a society which does not understand this is denying its
own potential, and is the poorer for it.
For people working in the broadcast media this has important
implications, not least because today an increasingly important part
of childhood and of the experiences of children as they grow into
adults is what is learned through radio, television and the internet.

Challenge for broadcasters
The challenge for broadcasters and educators alike is to make
educational programmes and materials, whether they be entertaining and
educative in a general way or more closely linked to formal learning,
which engage and involve children in the way they learn about the
world, and encourage their active participation; programmes made not
just for children, but also by and with children.

Educational formats
Participants will be exposed to a variety of educational formats
targeting children, with special attention being given to the
complementary use of media (radio, television, internet, print) to
achieve educational objectives.
A target audience approach will be used with participants having to
define and formulate appropriate educational objectives for the
relevant age and target group. They will learn to produce effective
educational radio and television programmes and internet materials to
achieve those objectives, as well as consider ways to measure their
success or failure. In this process attention will be given to the
opportunities and the challenges presented by collaboration between
broadcasters and those outside the media with specialised knowledge
and an interest in or influence on the education of children and young
people.

Hands-on
As well as attending sessions devoted to reinforcing and developing
their knowledge and skills in the field of educational programme
research and production, participants will be sent out on programme
assignments and working visits to appropriate locations in the
Netherlands. In course sessions and assignments emphasis will be
placed on broadening the participants’ understanding of development
issues relevant to children and young people in their societies and of
how these can be treated in educational broadcasting and on the internet.
Throughout the course the participants will use professional broadcast
recording and editing facilities and equipment, as well produce their
written work on computers linked to the internet for research and
email. Where appropriate participants from radio and from television
will work together.

Requirements
Applicants should be mid-career programme-makers working in the field
of educational broadcasting. They should have, as a minimum, secondary
education/professional education or training in media and a good
command of the course language: English (written and spoken).

Research Student 2007
Keio University

Tahun ini Ritsumeikan University membuka kembali beasiswa
Monbukagakusho untuk 2 program yang bernama IPPAN dan PGP. Program ini
terbuka buat siapa saja selama usainya belum 35 tahun.

1), silakan melamar beasiswa Monbukagakusho via IPPAN.

(tahun-tahun sebelumnya, Rits menyediakan 3 bssw Monbukagsuho utk

Jika belum
daftar, silakan bergabung terlebih dahulu.

    Changing Faces Women's Leadership Program

Changing Faces is a leadership development program for women from the United
States and the Asia Pacific region.
Now accepting applications for the 2008 program Women and Conflict
Transformation in Asia, the Pacific, and the United States

    *Program dates:* July 20 - 31, 2008
    *Application Deadline:* February 15, 2008

"Humankind has understood history as a series of battles because, to this
day, it regards conflict as the central facet of life."
—Anton Chekhov, Russian author and playwright

In a region experiencing a wide range of low-and high-intensity conflicts
the assertion that conflict is unavoidable certainly rings true. The real
choice then, lies is in how to confront, analyze, and respond to conflict in
a way that moves society forward toward positive change. The importance of
women's participation in peacebuilding, security decision-making, and
conflict transformation, has been most clearly put forth in UN Security
Council Resolution 1325 in the year 2000: "stressing the importance of their
equal participation and full involvement in all efforts for the maintenance
and promotion of peace and security, and the need to increase their role in
decision-making with regard to conflict prevention and resolution." Notably,
the resolution calls on all actors involved in negotiating and implementing
peace agreements to institute support local women's peace initiatives and
indigenous processes for conflict resolution, and that involve women in all
of the implementation mechanisms of the peace agreements. In a statement
during open debate on women, peace, and security issues marking the fifth
anniversary of the adoption of Resolution 1325 in October 2005, the Romanian
delegation to the Security Council articulated the compelling motivation for
women's representation: "Women should be acknowledged as having a valuable
contribution to their societies and to international relations not because
of their high potential to become victims, but because they are recognized
as valuable and skillful resources, able to make a difference and bring
added-value to peace processes in all parts of the world."

The 2008 Changing Faces Women's Leadership Program will focus on the issue
of women's involvement in conflict transformation. Conflict may arise in
relation to political recognition and representation, or access to natural,
social, or economic resources, and at every level: from the community to
international. And when conflicts arise, every level and facet of society is
affected: economic development and sustainability, resource allocation and
use, education, and public policy. Women's involvement in the transformation
of these conflict situations is imperative. The 2008 program seeks
professional women, in both the public and private sectors, at lower and
middle level positions of leadership from around the United States and the
Asia Pacific region to participate in a program of dialogue, exchange, and
leadership skills building focused on the issue of women and conflict
    transformation.
    Application Requirements

Women from all professional backgrounds, including elected officials,
government agencies, civil society organizations, the private sector,
education, and the media, who have 5–12 years of work experience and are
active in community development, inter-communal/inter-religious dialogue, or
current conflict/post-conflict peacebuilding efforts are welcome to apply.
In particular, the program seeks applicants with demonstrated leadership
experience, either professionally or through voluntary community activities,
and who have the potential to move into positions of greater responsibility
and influence. Applicants must have the ability to use English in a
multi-cultural, professional setting. Preference will be given to candidates
without significant previous international travel experience.

Costs for participation (housing accommodations, meals related to the
program, ground transportation, program materials, and a modest per diem)
will be provided by the East-West Center. *Participants will be responsible
for their round-trip transportation to Honolulu as well as all fees for
obtaining their visas.* A limited number of travel stipends (contingent on
available funding) will be available for participants from developing
countries, however selected participants should expect some level of
    cost-sharing.

    Program Overview

The Changing Faces program is made up of the following components:
    Pre-Arrival Phase

Each participant will be asked to identify a priority issue, either for her
organization or her community, and to outline ways in which she sees herself
exercising leadership to address the issue. Participants will engage in
online dialogue through the program website.
    Honolulu Seminar

Workshops will cover topics including communication, team-building,
organizational planning, and models of leadership in differing cultural
contexts. Drawing on East-West Center and community expertise, participants
will meet with specialists and practitioners to explore a variety of
leadership case studies. In addition, community resource persons and local
site visits will highlight community building and dialogue activities taking
place in the culturally and ethnically diverse state of Hawai`i. During the
seminar, participants will formulate a one-year personal action plan to be
implemented following their return home.Program participants will be asked
to make presentations on the critical issues they identified prior to
arrival and how these issues may be impacted positively through their own
    leadership.
    Follow-up

Refine action plan relating to the critical issue and identify measurable
steps to be taken to address the issue. Maintain regular contact with
program staff and fellow participants through the program website and
listserve and provide updates on action plan progress. Participants will be
asked to submit a formal progress report in April 2009.
    Program History

"I believe we will have better government when men and women discuss public
issues together and make their decisions on the basis of their differing
areas of concern for the welfare of their families and their world... Too
often the great decisions are originated and given form in bodies made up
wholly of men or so completely dominated by them that whatever of special
value women have to offer is shunted aside without expression."

    *--Eleanor Roosevelt, December 1952*

When women are empowered to exercise leadership at all levels it is not just
in the service of women, but as a contribution to the betterment of society
as a whole. Now more than ever, communities and organizations across the
Asia Pacific region are in need of balanced and constructive leadership.
Launched in 2002, Changing Faces is a program designed to bring together
women from the United States and the Asia Pacific region to participate in
dialogue on leadership and issues specific to women in leadership around the
region. The program seeks professional women at lower and middle level
positions of leadership who have the potential to move into positions of
    greater responsibility and influence.

    Subject: Fulbright Scholar-in-Residenc e Program--Univrsity of Redlands

    Dear Fulbright Program alumni:

I am pleased to inform you of the availability of a Fulbright program grant for a senior scholar in the Social Sciences like Sociology or Anthropology to help develop an Islamic Studies program at the University of Redlands, California. Specifically, the university is looking for a scholar from Indonesia or Malaysia, countries that are predominately Muslim but are not in the Middle East and have significant non-Islamic populations.

The scholar would teach four upper-division courses and guest lecture in two introductory Social Science courses, focusing on the social, ethnic, political and ideological diversity of Islam. The scholar would also be the primary host of a year-long thematic series for the campus community on the Islamic World. Finally, the scholar would give presentations hosted by the diversity-related centers on campus and at Faculty Forums, as well as have the opportunity to interact in a variety of ways with the community around the University of Redlands.

Outstanding scholars and professionals, preferably in the Social Sciences like Sociology or Anthropology, who will be able to link religion to other areas of life, such as law, sexuality, science, kinship, technology, and the environment, are invited to apply. The actual discipline of the scholar is of less concern; the school is more interested in reinforcing and deepening the interdisciplinary focus of their programs. The scholar must hold a Ph.D. or equivalent terminal degree in their discipline. As the scholar will be expected to consult with faculty and administration on the programmatic needs and design of an Islamic Area Studies and to teach upper division courses, the school would prefer the scholar has a minimum of three years teaching experience at the university level. The scholar must be a citizen or permanent resident of and residing in Indonesia. The selected candidate will begin the program in August 2008 for a full academic year (10 months) assignment.

Please let us know if you have potential candidates to recommend so we could send her/him the application and letter of reference forms as well as more detailed information on the assignment. Please note that the application deadline to AMINEF is February 30, 2008.

We would appreciate your assisting us in identifying potential candidates for this program and direct them to contact us to apply. If you have any questions, please do not hesitate to contact me or senior program officer Piet Hendrardjo (piet@aminef. or.id) at your earliest convenience. Thank you and best wishes.
